In India, a complaint to the police can lead to the filing of an FIR (First Information Report) for cognizable offenses, which are serious crimes where the police can make an arrest without a warrant. A police complaint, however, can be filed for both cognizable and non-cognizable offenses, which are less serious crimes where the police may not have the authority to arrest without a warrant.
